Lots of remaining hydrocarbons in the western USA
Californians prefer in-state produced wines and imported hydrocarbons
Several onshore basins in the western USA have significant conventional oil and gas potential. For instance, the onshore San Joaquin Basin (SJB) Province, where the USGS estimated means of 1.8 trillion cubic feet of gas (TCFG), 393 million barrels of oil (MMBO), and 86 million barrels of total natural gas liquids (MMBNGL)... (exclusive of reserve growth in existing oil fields). United States Geological Survey (USGS), 2003, Petroleum Systems and Geologic Assessment of Oil and Gas in the San Joaquin Basin Province, California, Professional Paper 1713, https://pubs.usgs.gov/pp/pp1713/01/pp1713_ch01.pdf
Exploration geologists experienced in the SJB consider the USGS mean way too low. A more realistic mean is closer to the USGS F5 estimate, that is 4.33 TCFG, 853 MMBO, and 229 MMBNGL.

Plus the oil-rich offshore basins of California, only partially explored and developed, now closed to exploration.
